Hello. I'm Beth Carroll. Welcome to New Hampshire Outlook. Huge cheers and fanfare for President George W Bush Thursday afternoon -- as he took the oath of office for a second time. The traditional pomp and circumstance of the inauguration took place under un-precedented post 9/11 security. After being sworn-in Mr. Bush addressed the nation from the steps of the Capitol pledging to spread freedom to all corners of the world. |

George W Bush is now laying the groundwork for his 2nd term -- on which he will walk off into history. The next 2 years -- before he's perceived as a lame duck -- will be the most powerful period of his presidency --with no election distraction and a majority in Congress. Here to talk about what lies ahead: Linda Fowler, Professor of Government at Dartmouth College. Q LINDA: George Bush's APPROVAL rating is at 52-Percent: the LOWEST DECEMBER rating for a re-elected President in GALLUP history. Only Richard Nixon was lower. What will that mean for the President's 2nd term? Q George Bush made history just winning a 2nd term. What's he likely TO spend his newly won POLITICAL CAPITAL on? ** Has to act quickly -- come mid-term he'll be perceived as a LAME DUCK? Q Country still as POLARIZED as it was BEFORE the election: The war remains un-popular. Insurgent attacks INCREASE as the elections in Iraq near. How is that likely to play in his ability to get his agenda thru? Special challenges in being a WAR-TIME President? Q He comes into a 2nd term with a Majority in Congress -- does that bode well for his domestic agenda? * If the White House can keep Republicans in Congress under control -- the President's agenda has potential to make real gains. TRUE? Q When you look at other recent 2nd termers -- Bill Clinton, Ronald Reagan, Richard Nixon. What lessons should Bush learn from them to guide him in a 2nd term? Q Will History be kind to George Bush? How and on what will he be judged? Q Conservative base propelled him into office -- will conservative Republicans work with hm in Congress? |

Q DEAN: So, No Honeymoon expected for George Bush the 2nd time around. Let's talk about his AGENDA. Social Security, Tax Reform -- Deficit Reduction -- What is he likely to tackle FIRST. Q DEAN: Some have suggested democrats are loaded for Bear -- don't want to give the president what he wants on Social Security and other issues. Will this be a rough congressional term for Bush? * Reagan tried to tackle the social security issue -- consious emulation of Reagan * First time since 20's that a Republican President has been elected with a Majority in Congress. * Confirmation hearing for his cabinet -- not particularly smooth, in particular Sec of State nominee Condaleeza Rice -- an indication of what it will be like in coming months? |

Sounds like he wants to do BIG things--has a big vision. That usually means conflict. Q What Message was he sending to the world -- and to Americans? ** Governor John Lynch left Inaugural events to come home --after NH was put on stand-by due to a potential terrorist threat in neighboring MA -- another indication of the post 9-11 world we live in. ========================= BETH: There were protests along the Inauguration route. Just another indication of how SPLIT the country is about the President. Polls show 49% believe he's a UNITER -- 49% believe he's a DIVIDER. Was it a UNITING speech? How will the polarization affect his ABILITY to get his agenda thru? ====================== Set a positive tone on Inauguration -- The test will come in the days ahead. wants to do BIG things -- and that brings conflict? Ambitious foreign policy. ======================= BETH: Supreme Court Chief Justice William Rehnquist administred the oath of office for the 5th and possibly final time. Rehnquist is suffering from thyroid cancer. Whether he ever returns to the bench is unclear. His departure would be the first vacancy since 19-93. Q Would it be Safe to say the battle over a SUPREME court Nominee will likely be the President's first HUGE battle of his 2nd term? * First opening since 19-93 ================= Q How will His 2ND term be different than the FIRST? Q What's he likely to build his LEGACY upon. Q Will History be kind -- how and on what will he be JUDGED? Alluded to Ownership society -- what is that all about? |
